COMPETENCY-BASED ASSESSMENT OF ENGINEERING WORK EXPERIENCE

This document is directed towards providing a brief introduction of APEGBC’s Competency-Based Assessment system.

The APEGBC’s Competency Assessment System intends to uphold the reputation, values, responsibility and professionalism of P.Eng. The competency framework and the online system were developed with an intention to uphold the public interest while maintaining a proper registration process with transparency, consistency and efficiency. The Competency Framework includes and states all the requirements and guidance for the applicants, reviewers and referees regarding the registration process. The Competency Experience Reporting System was launched back in 2012 that enabled the applications to be submitted by online means and assessed online. This is now in fact a recommended reporting system for the new applicants and Engineers-In-Training.

ELEMENTS AND DEFINITIONS OF COMPETENCY-BASED ASSESSMENTS

Competency can be defined as the ability to carry about tasks and roles of an occupational category as per the standards set and recognized by employers and larger communities. The framework delineates professional disciplines for engineers, which should be comprehended for ensuring public safety and practice.

List of Competency Categories

There are 34 competencies assigned for APEGS Canada. These are nothing but categorical groupings of skills and competencies. There are 7 categories, which represents the essential areas in which engineers from all the fields must show impeccable expertise. Each competency category in turn consists of other key competencies; you can consider these as sub competencies. The Categories are given below:

    Key Competencies

    Key competencies can be denied as the skill sets or knowledge base of the applicants, which they must possess to achieve the title of professional registration. It is nothing but some behavioural type representations, which should be showcased by the applicants for proving their competencies as compared to the competency category. For getting approval, the candidates should be able to portray minimum level one of each of the competency categories. However, obviously scores on an average of 2 to 3 or higher than that are preferred.

    Indicators

    Indicators are some specific skills, activities, actions, skills and behaviours showcased by an applicant to prove that they have required competencies. APEGBC provides a list of competencies for applicants to know about the requirements. The requirements would also help the applicants to know the knowledge base, skills, behavioural aspects that they must possess to meet the requirements of each competency. The competencies might be generic for all the competencies or specific for a certain discipline.

    Competency Rating Scale & Competence Level

    Competency Rating Scale measuring on a level of 0-5 is used for measuring your competence for each category. The rating scale is used for stating that minimum level of competency must be possessed by the competencies for getting through the registration process of professional engineer. Overall competence would be judged by the total scope but the candidates must show at least level-1 compliance for each category.

    Components required for the Application Process

    There are two main components for the application process of Competency-Based Assessment and both of these should be submitted online. 1: A short and specific brief of the Chronological work experience, history of education. 2: A competency self-assessment by using examples from work or projects you have done

    Applicants are encouraged to showcase a recent example from theory work history regarding engineering activities that can demonstrate their skills and competencies in an impeccable manner. The applicants should mention key competencies that they have portrayed in the work by looking into the competencies required as mentioned earlier. Their roles and responsibilities in the projects should be highlighted with respect to the key competencies listed.

    Requirements for Reference

    The competency self-assessment carried out by the applicants must be confirmed by their validators, who are also known as references. Applicants must submit their assessment document to the validator, who has thorough understanding of the work described there and must ideally be a P.Eng supervisor. Validators need to confirm the competencies stated by the applicant and sign the document approving the same. They must also answer some questions similar to those of the APEGBC’s current Reference Form. NB: Applicants must opt for 4 validators on a minimum basis
