NSW Fair Trading is inviting design practitioners and professional engineers to register for the Design and Building Practitioners Act 2020 started from 1st July 2020.
To register, you will have to visit the NSW Fair Trading web portal. From some categories, you are required to provide the Certificate of Competency provided by Engineers Australia. If you are not sure, if you are in that category you can find out by visiting the NSW Fair Trading website.
If you are in the category that requires the Certificate of Competency from Engineers Australia, then you have to appear for one assessment out of the four competency assessments. Engineers Australia assesses based on three forms of competency that are required for the registration of engineer professionals. For design practitioners, it is required to take one competency test- vertical transportation. Following are the four tests:
This competency can be taken up only when the degree in Engineering was finished before 1989, which is the time when Washington Accord came into being.

Once Engineers Australia gives the confirmation about you being previously assessed which gives you recognition as a professional engineer in Australia. They will provide you with a certificate of competency that you can use while applying for NSW Fair Trading.

Non-members: $90.20 including GST
This category is for professional who have not been previously assessed by Engineer Australia for their qualification but their qualification comes under the list of Accredited Programs then you are supposed to send a copy of qualification testamur or transcript of results.

If Engineers Australia, verifies that your qualification is of pre-1989 accredited engineering qualification, then you will be given a certificate of competency that you will have to use in your application for the NSW Fair Trading.

This category is for people who haven’t been assessed by the Engineer Australia before and the qualification you have is not listed in the Engineers Australia's list of Accredited Programs that are listed for Professional Engineers, then you are supposed to take up an entry to practice qualification assessment.

When Engineers Australia verifies that your qualification is of pre-1989 engineering qualification that allows you to be a professional engineer in Australia, they will then send you a certificate of competency which you will have to attach in your NSW Fair Trading application.

The NSW government body has made it compulsory for you to have a minimum of 2 years of work experience in building in Australia. If you don’t hold the experience for the same you will have to take up experience assessment. Herein, you will be asked to display the experience of 5 years in the last 10 years of working on building prescribe in classes 2, 3, 9a, or 9c in Australia or overseas.

This route is only accessible until 30 June 2022 only and is demanded when your qualification is not equivalent to the qualification prescribed in the Washington Accord qualification. In this assessment, your experiential learnings and qualification are taken into consideration. In this assessment, your qualifications and experiences should be aligned ‘to the area of engineering’ for which you are applying to get registered.
For this assessment, you need a minimum of 10 years of experience or part-time experience which is equivalent to 10 years, in the last 15 years and it must have a minimum of 2 years of experience working in Australia. The experience must reflect the working on buildings of class 2, 3, 9a, or 9c. (in overseas too of the same kind)

The Assessor at Engineer Australia will closely review all the documents submitted by you and verify if you are complete 16 competencies of the Stage 1 Competency Standard for Professional Engineer.
The eligibility for you to be successful in PE 3 Assessment is that your documents should reflect that you have completed or taken up all 16 Stage 1 competencies requirements. Engineers Australia will expect you have at least 3-year degrees cognate to engineering.
